As promised, a bit about Community and Economic Development District Grants:

On October 19th we posted an article about Community and Economic Development as being one of the Rotary Areas of Focus to not be overlooked when looking for a worthy global or district grant project.  You can scroll down on this page after this article  and reread the October 19th blog.

cropped-historic-triange-equine-assisted-therapies.jpgWe promised to come back with some of our District grants which listed Community & Economic Development as a primary or joint area of focus.  The District 7610 Peace Conference and the Foundation Reception and Awards Banquet intervened, but today we will begin a series about Community and Economic Development District Grants.

We begin today with the $42,527 multi-club 2017-2018 District grant (partially funded by the grant) awarded to the Area 7 Rotary clubs of Petersburg, Petersburg Breakfast, and the Colonial Heights.  The paragraphs in italics are clipped directly from the application for this approved grant and can be seen on the grants tab of dacdb.com.

“The Lakeview Park Playground/Gazebo project’s objective is to remove the old unsafe playground equipment and replace it with new equipment which will carry a Nautical Theme since it is located new the reservoir at Lakeview Park. The project also includes the building of a new Gazebo that replaces the one that was removed about 2 years ago due to its safety. The project will bring together the 3 clubs of Area 7 (Colonial Heights, Petersburg, and Petersburg Breakfast) in a multi-club district grant and in partnership with the City of Colonial Heights Park and Recreation Department and City of Colonial Heights Lawn Maintenance Department.

The community need is to provide safe playground equipment for the children of the city of Colonial Heights as well as the surrounding South Chesterfield County area as with this location of Lakeview park it is visited by both city residents and county residents. We will also be providing a Gazebo at the park for the families to socialize with their fellow citizens and have a place they could also have small family picnics. The long-run benefit will be for the children to grow up with the opportunity to have a safe place to play and get exercise while making friends and families having a place they feel they can come and enjoy family time and make new friends. We also want this to be an opportunity share the message of Great Rotary Work and partnership with our city to the citizens of the community.”

Lee Park RotariansThese clubs have a great track record completing Community and Economic Development grants.  Their grant last year was completed at The Lee Park Meadow in Petersburg.  That grant had Prince George partnered in the grant as well.  These grants are improving the entire Crater area region.

Just remember that it is annual fund giving that results in monies returning to the district to help fund such grants.

Time of celebration in District 7600!

Having broken three giving records … per capita, annual fund, and total giving, the district is up for a celebration next Thursday night on November 9th at the Colonial Heritage Golf Club at our annual Foundation Awards Banquet.  We really hope you are among the Rotarians planning of sharing in the celebration.

Waging peace … an area of focus.

A number of District 7600 Rotarians joined Rotarians from our neighboring District 7610, at a Peace Conference in Fredericksburg last week.  Among the speakers was Pat Schafer whom many of us met and learned from at the District Conference in September.  Pat shared, again, the message about building structural environments for peace and conflict resolution.  She was joined by some remarkable Rotary Peace Scholars, who though young, were already well educated, well traveled, and already committed to building a more peaceful world in their own realms of endeavor.

Matt Ford is an analyst with the World Bank and is learning how income disparity, low national Gross National Product, and climate change contribute to conflict.  Reem Ghunaim is the Executive Director of the Rotarian Action Group for Peace based in Portland Oregon.  Reem is originally from Palestine and Matt is from Australia and both are Peace Scholars from the Duke-UNC Peace Center.

The conference was inspiring, informative, and challenging.  Building peace is hard work.  You can learn more about the roles Rotarians can play in waging peace by joining the Rotary Action Group for Peace at www.rotarianactiongroupforpeace.org

We cruise Rotary Images on http://www.rotary.org from time to time.  When you pull up Rotary Images you can input a search term to pull up a cluster of photos meeting that search criterion.  This photo is one of the images which popped up when we searched “Economic and Community Development.  In the photo, Christopher Castro (center) of the Rotary Club of Brentwood, New York, is in Nan Sema on the island of LaGonave, Haiti.  He is helping to secure solar panels on the roof of a local clinic.  With Rotary Foundation Matching Grant 73919 Rotarians from District 7250 and Haitian Rotarians, staffed a week-long medical clinic, installed a laptop and satellite to be used to for telemedicine and converted the community center’s power source to solar energy. After the 2010 Haitian earthquake, Port Au Prince residents fled to the island, increasing the population by 30%, creating stress on the available services on this small island.

 

The thought came to mind that with the recent ravaging of Puerto Rico, the Virgin Islands, and other weather destroyed communities, such a similar grant effort might be considered.  The uses for such projects are so many … water pumping & purification, fire & ems (any first responder) services, schools, communications … so many possibilities.  Just planting a seed …

Local Economic & Community Development Grants

The first round of District 7600 grants have been awarded and round 2 grants are in the bin.  In the next issue of this blog, we’ll report on some of the District Grants which had the economic and community development identified their primary area of focus.  Helping communities overcome barriers to employment, transportation, health, education and other community enhancers is a worthy Rotary goal. It will be informative to learn what some of our local clubs are doing in this arena.

Round 2 ($25,000) of District Grant Deadline Oct 2:

The first round of District Grant applications has been approved and there is $25,000.00 remaining in the block grant allocation. Round 2 opened on September 2 with a closing deadline of Monday, 2 October 2017. If you plan to submit an application, please read the directions closely as incomplete submissions will not be considered.

Help is available through your Area Governor, Grant committee members or me. We will review draft applications for procedural deficiencies. Your grant will be evaluated by the committee based on the checklist (2017-18) Final and the selectees will be announced on or about 16 October 2017.

Twenty-four District Grant Applications

37 Clubs involved in the 24 applications

Chuck Arnason, District Rotary Foundation Chair (DRFC) reports that 24 grant applications, for a total request of $205,000, were submitted by the May 15 deadline.  A number of these were multi-club grants so a total  37 District 7600 clubs have a stake in the grant applications.

The District will have $135,000 district designated funds (DDF) to award in district grants for the 2017 -18 year. The district grants committee will be doing some careful vetting and research to determine which applications to approve.  Some applicants will receive the full amount requested and others may be approved, but be awarded less than requested. Sadly, a few applications will have to be declined but will be declined with suggestions about how to revamp the application or project if there is a round 2 or for submission in the 2018 -19 year.

Next steps

The award selection process will occur in the next two or three weeks.  When the grants committee has decided on the approved grants, a spending plan will be compiled and submitted to The Rotary Foundation, probably around late June.  At that point, the district must await the approval of the spending plan.  Once that is received the clubs will be notified as to the status of their grant applications by our grants committee.  If all goes well this will happen by the end of July.

Until then

Clubs should await notification by the DRFC before beginning any work on their grants. It is fine to continue research, obtaining additional estimates, identifying additional volunteer resources, etc., but no ordering of supplies or equipment, no expenditure of funds, no turning of ground, no painting, no commitment of funds, signing of contracts, etc., should be done until advised to do so by the district.

The other thing to do is to wrap up your club’s giving for the 2016-2017 in grand style.  It is our Annual Fund donations that return to us at the 50% level after three years to fund our grant projects such as the one above from a few years ago.  The Historic Triangle club was purchasing and installing special shock-absorbent rubber mulch at a riding school for special needs kiddos.

May 15 (district grant application deadline) is around the corner

At least 50 clubs in District 7600 have qualified to apply for or participate in district or global grants this coming Rotary year.  These clubs had attendees at interactive Grant Management Seminars or Webinars (GMS) as required by The Rotary Foundation. The District Rotary Foundation Committee (DRFC) hosted one traditional seminar in late March and two webinars in April.  Rotarians could also attend the April webinars in person if they preferred to do so.

Now our clubs are submitting their final reports for 2016 -17 grants and working on their grant applications for the 2017-18 Rotary year. Both of these processes are totally electronic so some clubs are adjusting to the digital era of Rotary grants, as well.

SuAnne Hardee Bryant has structured the Grant Management Seminars/Webinars to provide the low down on basic requirements, the best practices of the Rotary grants, and step-by-step instruction on the electronic tools (Grant Module on dacdb.com) for processing grant applications and grant stewardship documentation.  Whether her presentation was in person or via computer she was open to questions, provided suggestions, and made herself and her committee available to assist clubs with questions.

 

A short history of the Rotary grants model

The Rotary Foundation introduced the current Rotary Grants model in embryonic form in 2013 with ‘Future Vision’.  In our District, PDG Jim Probsdorfer was the District Rotary Foundation Committee Chair who steered the new grant vessel through the stormy waters of change and then passed the role to Chuck Arnason.  Bill Liepis served as the first grants chair in Future Vision, followed by DGE John Padgett,  and then by SuAnne Hardee Bryant.  Over those four years, the grant model has been tweaked and improved.

A bit about SuAnne

SuAnne is a litigator, a member of the Chesapeake club, a past-president of her club, and a strong supporter of The Rotary Foundation.  In March and April, she helped educate Presidents-Elect at PETS and was the primary presenter at three Grant Managment Seminars/Webinars. She and her team have dedicated themselves to taking the mystery out of the Rotary Grant process. They can even provide a matrix of how they evaluate the grant applications that come their way.

So what now?

If your club had a 2016-17 grant, please, please submit your final report with the required signatures.  This clears the way for you to be considered for a 2017-18 Rotary Grant. Submit your 2017-18 grant application via the dacdb grants module no later than May 15.

This is an appeal to 22 clubs in District 7600

Ferndale work group multi club grantOur District Rotary Foundation Chair, Chuck Arnason, sent an email to 22 clubs this week advising that they are not certified for participation in a 2017- 2018 grant.  These clubs represent 1/3 of the district’s clubs.  Only 3 of those 22 clubs have someone registered for the last opportunity to attend the required Grant Management Seminar/Webinar on April 29.

The non-certified clubs are not listed here as we don’t want to hurt any sensitive feelings but check with your club president, president-elect, or your outgoing or incoming club foundation chair to determine if your club is all set to participate in Rotary grants.

The Grant Management Seminar (GMS) on April 29th is free and can be attended in person in Hampton or in the comfort of your home office or leather chair.  Register for it on the dacdb.com calendar.

Some clubs may think … well, we aren’t going to do a grant this year.  We have too much norfolkportsmouthelizriverproject4other stuff going on.  But then a sister club comes along and says, “Hey, why not join in on this super neato global or district grant with us.  We’ll do all the planning and paperwork, all your club needs to do is kick in some money, sign grant documents, and supply Rotary hands to execute the project.”  Sounds like a feather in the club’s cap, but you find out you can’t join in, because … your club is not GMS certified.  That is a sad, sad story.

The March 25th Grant Management Seminar (GMS) provided 61 Rotarians from 37 clubs with three hours of step by step instructions on how to use the Grants Module in dacdb.com and some practical tips on stewarding a grant project.  Distinctions between district and global grants were explained and Mike Little explained how global scholarships and peace fell scholarships differ.

 

The faculty included our Chair, Chuck Arnason, the grants team SuAnne Hardee Bryant (Chair), Bill Liepis ( Global Grants), Mike Little (Scholarships), and Wayne Boggs from the Grant  Audit team filling in for the Chair, Don Vaught.

Just a few highlights …

– district grants in our district now require certification of attendance at an interactive GMS

– the application, documentation and reporting process is all digital through the dacdb grants     module

– this year all district grants must be closed out by June 15, but

– a club’s 2016-17 grant must be closed out before a 2017-18 grant can be approved for that club, so

– submit the final report for the 2016-17 grant in advance of the May 15 district grant application deadline

2016 district grant completed? Nearly?

Yes, it is that crazy Rotary season

We know clubs are working to complete 2016-17 goals and projects and also transitioning to the 2017-18 Rotary Year.  And it must seem like we are nagging … “get this done, get that in, enter your data, and sign up for the Grant Management Seminar (GMS).”

All we are going to encourage you to do today is to submit your final district grant report through the Grants Module on dacdb.com as soon as you have spent the funds you received from the District Rotary Foundation Committee (DRFC) for your grant.  Even if your actual grant project isn’t completed, if you have spent all of the funds received for your grant from DRFC, you can submit your receipts, in situ pictures, and any other information required.

Not there yet?  OK, then be sure you are collecting and scanning all of your receipts, and other images and documents so you have it all in one convenient file or two for easy compiling and submitting when the time is right.  As you collect and scan, a practical thing to do is to share your electronic files with another person or two so that a catastrophic computer failure doesn’t undo all of the work you have already done to document your project.

We want you to be ready for your next district grant in 2017-18 and to do that you must first have timely filed your final 2016-17 grant report.  The district grant application deadline for the 2017-18 year is May 15.  Yep, slightly less than two months.

Registration open for March 25 Grant Management Seminar

Just a reminder that if your club is to be eligible to receive a district or global grant, it must have sent representatives to a Grant Management Seminar (GMS).  Attendance at an interactive GMS is a requirement of The Rotary Foundation (TRF) to receive TRF funds, through the district, for grants.

[Beginning this 2017-18 Rotary year, the grant application process will be completely electronic. Memoranda of Understanding (MOU) must be submitted electronically as well as all other documents in the grant process.  Learn more about this at the GMS]

GMSTo assist clubs the District is providing three opportunities to meet the GMS attendance requirement.  The first GMS will be held on March 25 at the Colonial Heritage Club in Williamsburg.  It is a 9 am to Noon seminar with check-in beginning at 8:30 am. It is important to register by March 18 so that the headcount for the World Famous Full Southern Breakfast can be given to Colonial Heritage. Full details can be found on this March25flyer and on the registration block on the dacdb.com calendar. Registration is open for this event and clubs are encouraged to register early.  Registration is by individual credit card.  Clubs may want to consider reimbursing members who attend the seminar. It would be helpful to have at least a couple of the leaders involved hands-on with the club’s grant application and execution to attend the GMS.

Two more GMSs by webinar (or in person)  will be offered on April 8 and on April 28.  These are also interactive and will qualify for attendance certification.  More information will follow shortly.  We expect the registration for these GMS to be open soon on the dacdb.com calendar.

To avoid loving chiding from esteemed Franklin Rotarian and District Foundation Endowment Chair, Bill Billings … PETS is the acronym for Presidents-Elect Training Seminar.

Presidents-Elect from districts across the Chesapeake region gather this weekend in Chantilly for extensive training, idea sharing, and social mixing to help propel them into their Rotary year as President.  District 7600 Presidents-Elect will be participants.

These Presidents-Elect will return from PETS with the mandate to develop their club goals, including Rotary Foundation giving, and development of possible district or global grants.

Club Rotary Foundation Chairs will be on the front lines

These incoming president will be asking the assistance of their leadership teams in developing these goals and plans. Please provide your input as Club Rotary Foundation Chairs to help develop meaningful giving goals based on club giving history and a slight stretch to grow club Rotary Foundation involvement. Your expertise is also important to help guide the development of impactful district and global grants.  Don’t be shy.  This is the year to think big, sustainable projects.Consider recommending joining with other clubs to multiply impact and scale.

Attendance at a District Grant Management Seminar (GMS) is now a requirement for both district and global grants.  The first GMS is on March 25 at 9 am in Williamsburg at the Colonial Heritage Club.  Registration is now open on dacdb.com on the district calendar and full details can be found there.

dana-gms-webinarIn April (8th & 29th) there will be two live GMS Webinars.  Attendance can be in person or via computer.  Registrations for these webinars will be open shortly after PETS, again, on the dacdb.com district calendar.

To help prepare look at the grant documents for the  2017 -18 Grants.

Update on Peace Fellow Scholarship Procedures …

Michael W. Little, District Peace Fellow Scholarship Chair, has just updated the 2017 -18 peace-fellow-scholarships-information-sheet.  This set of procedures outlines the steps and timelines for a club to follow to sponsor a Peace Fellowship in the 2018 -19 academic year. For the academic year of 2018 -19 the applicant must apply for sponsorship by the club by May 1, 2017.   From there the application is reviewed by the district in the May/June timeframe. If endorsed by the District the application is forwarded to The Rotary Foundation in Chicago by July 1, 2017.  Again the application process is for the 2018-19 academic year.

14th Annual Duke/UNC Peace Conference … April 1

This 2017  Conference features the scholarly research of the Year 14 Peace Fellows at Duke/UNC Peace Center in Chapel Hill, North Carolina, one of the 6 such Centers worldwide recognized by The Rotary Foundation.  Click on  Peace Conference Tickets to obtain your ticket(s).  If you are interested in attending please get your tickets early. Last year the conference was sold out and many who wanted to attend could not get tickets.

Register by March 18 for Grant Management Seminar

A gentle reminder to register now on the dacdb.com calendar for the Grant Management Seminar to be held in Williamsburg at the Colonial Heritage Club, 6500 Arthur Hills Drive on March 25.  We are serving breakfast (a full Southern Breakfast) so we need for those planning to attend by March 18th.  A club must have a member or members attend a Grant Management Seminar to be certified as eligible to apply for a district or global grant.

District Team Training Seminar (DTTS)

Club leaders for the 2017-2018 Rotary year joined District Governor-Elect John Padgett as they exchanged Rotary 7600 goals for the coming year. Known for his sartorial proclivities John did not disappoint wearing chinos with the Rotary logo embroidered on them, all over them.

District Rotary Foundation Committee (DRFC)

Chuck Arnason led the DRFC in a two-hour breakout of its own in the training room closest to the James River.  The views of the river were only mild competition for the discussions occurring within.

drfc-2017-dttsMany things were discussed but most folks can’t handle more than three things at one time so here are three …

  1. Club attendance at a Grant Management Seminar is required for both District and for Global Grants.  This is a change from previous requirements.
  2. Three Grant Managment Seminars (GMS) will be offered this spring, any one of which qualify to satisfy the attendance requirement for a grant. Registration for all of the GMS will be through dacdb.com  and will cost $20.  Registration now available for the March 25 GMS thanks to the District Communications Officer Debbie Wall.
    1. March 25 – Colonial Heritage Golf Club, Williamsburg, VA.
    2. April 8th – Live Webinar, in person in Hampton or at your home computer.
    3. April 29th – Live Webinar, in person in Hampton or at your home computer.
  3. All Club Foundation Chairs, Assistant Governors, and grant involved leaders are encouraged to subscribe to this blog by email (upper left-hand corner).

Bills always have a due date …

I hate to pay bills.  I don’t hate buying things — it’s just the fact that I get a bill in the mail pay-billsand have to do something with it.  The first thing I do when I receive a bill is to look at the due date.  I used to put them in a box on my desk and wait until the due date approached to deal with them.  That resulted in accruing late charges on many occasions.  I had the money but disliked parting with it until I had to.  Now that I have electronic banking I can set a future payment date and know the money won’t be sent until it’s due.  That’s just me, I know the rest of you don’t have this problem.

The clubs that received district grants this year will have a bill due soon.  I recommend that once you have all of your grant records such as bank statements, checks, receipts, pertinent electronic and written correspondence and other documentation, you go ahead and load the records in the “Documents” section of the grants module in the DACdb.  Closing out the current year’s grant is required before you can receive funding for next year’s grant request.  Your final report should be filed immediately upon use of the grant funds, even if the total project is not completed.  In no event, should the final report be submitted later than June 15 of this year.  However, to be eligible to have your club’s 2017-18 grant application considered, your final report for your 2016-17 district grant must have been submitted and approved before the application deadline on May 15, 2017,  In the 2017-18 Rotary year, the due date for the final report will be moved up to 1 May to better accommodate the submission of the following year’s district spending plan to The Rotary Foundation.

Please remember that if you have a current district grant and are thinking about applying for a 2017 -18 grant, the status of the current grant will impact the determination of whether you can receive another grant.  Good stewardship of our Foundation resources is the responsibility of all of us.  If you have questions pertaining to your current grant status, don’t hesitate to contact me.  My job is to serve you.

Have you heard about the Grant Center?

For many of us the week between Christmas and New Year’s Day is one of rest, recovery, reflection, and surfing the web.  Family members have returned to their own lives, the left-overs are about all eaten. The shipping boxes and spent wrapping papers have made their way to the bin.  Now with our laptops or tablets on our laps and our feet up on our ottomans, we can indulge ourselves in a bit of web surfing.

One of our favorites at the District Rotary Foundation Committee is the Grant Center on rotary.org.  With its roll out on December 14th, it is almost like a present for the holidays. (Hint … you will need to have or create a ‘My Rotary’ account to access the Grant Center.)

This Center provides general information, frequently asked questions, reference material. and guidance on applying for grants.  It provides an online grant application for global grants (district grants still originate within District 7600 grants module on dacdb.com).
